ETSI, in partnership with 5GAA, organized the 3rd C‑V2X PLUGTESTS™, which was hosted by DEKRA in Klettwitz, DE from 28 March to 1 April 2022.

What are the objectives and scope of the PLUGTESTS event?
C-V2X (Cellular Vehicle-to-Everything) is an Intelligent Transport System (ITS) service using mobile communication technology for direct communication as well as network communication between vehicles, from vehicle to pedestrian and from vehicle to infrastructure.
The 3rd C-V2X PLUGTESTS event enabled On-Board-Units (OBUs), Roadside-Units (RSUs) and Public key infrastructure (PKIs) vendors to run interoperability test sessions to assess the level of interoperability of their implementation and validate the understanding of the standards. The goal of interoperability testing is to check that implementations of devices with different form factors can work together and provide the functionalities specified in the standards. This edition of the Plugtests event also focused on testing direct communication between devices also including ITS Security features (EU ITS Security Policy and EU ITS Certificate Policy) in order to support industry in the C-ITS deployment in the common single European trust domain as defined by the European Commission in the Release 1 of the document "Security Policy & Governance Framework for Deployment and Operation of European Cooperative Intelligent Transport Systems (C-ITS)".
The week-long face to face event provided an opportunity to test C-V2X devices, in both lab and field environments at the DEKRA site in Klettwitz, DE.
The test cases were mainly based on ETSI ITS standards and 3GPP test specifications. In addition to test scenarios from the first and second C-V2X PLUGTESTS events, new use cases were added for the lab and field-based interoperability testing.
This event allowed testing in the ITS ecosystem under real life conditions from infrastructure to applications in vehicles, thus demonstrating interoperability of C-V2X equipment. A unique chance for solution providers to maximize the effectiveness of their ITS solutions in test environments. Test Equipment vendors had the possibility to run the test sessions during the event.
What were the advantages of attending the C-V2X PLUGTESTS event?
- To assess the level of interoperability of your implementations
- To validate your understanding of the standards
- To test with (many) other real implementations and demonstrate end-to-end interoperability
- To debug your implementation: early bug fixing, saving time and costs
- To promote the technology and the ecosystem
Highway operators, automobile manufacturers and government bodies/authorities were welcome as observers. Observers were able to evaluate the test statistics in the TRT (Test Reporting Tool) provided the Rules of Engagement and Non-Disclosure Agreement of the ITS PLUGTESTS Programme have been signed.
The C-V2X PLUGTESTS were combined with an associated C-V2X Workshop, which allowed to present and discuss updates on the latest developments.
ETSI PLUGTESTS activities are co-funded by the European Commission and European Free Trade Association.

All participants, observers included, registered in order to attend the event.
By registering for this event, organizations have joined the ITS PLUGTESTS Programme. This Programme provides a continuous and ubiquitous environment for collaborative testing and validation activities among different organizations. Remote activities are complemented by periodic PLUGTESTS events allowing the Programme community to meet and run face to face intensive testing sessions.
All participants were expected to register individually. Each first person to register within an organization was de facto the official contact for technical and logistics matters.
Registrations closed on 28 January 2022.
The event was free of charge.
RoE and NDA
After registering for the C-V2X Plugtests event, new participating organisations were asked to sign the Rules of Engagement (RoE) and Non-Disclosure Agreement (NDA), which they received upon registration.
Further to the signature of the Rules of Engagement (RoE) and Non-Disclosure Agreement (NDA) sent to the official contact, the participants would receive their credentials for the C-V2X Plugtests WIKI, be subscribed to the PLUGTESTS mailing list dedicated to the 3rd C-V2X PLUGTESTS event and receive invitations to the preparation conference calls. The deadline to sign the RoE and NDAs was 4 February 2022.
The organizations already part of the ITS PLUGTESTS Programme were not asked to sign the RoE and NDA again.
INFORMATION ABOUT VENUE AND INVITATION LETTERS
Information to prepare the travel was available in the WIKI, accessible upon signature of the Rules of Engagement and NDA. In order to receive an invitation letter for the visa, the participant must have registered to the event first. Once the Rules of Engagement and NDA signed, necessary information such as about the invitation letter from our host DEKRA could be found in the WIKI.
