Class of Contribution

The Class of Contribution for ETSI Membership is calculated depending on the type of membership:

  • Full members and Associate members in general
  • Additional memberships within a group (Corporate Group or Public Group)
  • Associations, Users not-for-profit Associations (end consumers), National Standards Organizations (NSOs), Universities, Public Research Bodies, Small and Medium-sized Enterprises (SME), Micro-Enterprises
  • Public organizations (Administrations, Other Governmental Bodies)
  • Observer members

Full/Associate members

We have the following 2 types of membership, depending on geographical location:

  • Full membership for organizations established in a country within the CEPT
  • Associate membership for organizations established in a country outside the CEPT

Full members' and Associate members' contributions are determined by class. The class is derived from the member company's annual ECRT band (pdfICT and Electronics Communications Related Turnover). Each class corresponds to an annual membership contribution and a number of voting weights.

Additional Members

Any Full or Associate member part of a Corporate Group can apply as an Additional Member under the Corporate Group contributing an Administrative Fee with no additional voting weight in ETSI (but with 1 vote in 3GPP and oneM2M if member of those Partnership Projects).

Any Full or Associate member in the category "Other Governmental Bodies" (OGB) can apply as an Additional Member under the Public Group of the country (if designated by the Administration of the country as Additional Member) contributing an Administrative Fee with no additional voting weight in ETSI (but with 1 vote in 3GPP and oneM2M if member of those Partnership Projects).

Note: A Full or Associate member in the category OGB not being part of a Public Group of the country can apply as an OGB Individual Member in class 1.

Please note that when you apply:

  • between 1 December and 1 March and are approved at the first member online poll of the year, you are invoiced 100% of the annual member contribution or Observer member fee
  • between 1 March and 1 June and are approved at the second member online poll of the year, you are invoiced 75% of the annual member contribution or Observer member fee
  • between 1 June and 1 September and are approved at the third member online poll of the calendar year, you are invoiced 50% of the annual member contribution or Observer member fee
  • between 1 September and 1 December and are approved at the fourth member online poll of the calendar year, you are invoiced 25% of the annual member contribution or Observer member fee

Definition of SMEs and Micro-Enterprises - see definition published by EC

* To qualify as an SME, you have to be an autonomous enterprise i.e. outsiders do not have a stake of 25 % or more of the capital or voting rights in your enterprise and/or you have a holding of less than 25 % of the capital or voting rights (whichever is the higher) in one or more other enterprises.

Any ETSI member can participate in oneM2M for no additional fee.

An ETSI member with a Class of Contribution of 1 or 2 that applies for 3GPPTM membership via ETSI pays a contribution of €3 550.
Where Public and Corporate Groups hold multiple 3GPP memberships, they shall make an overall contribution that exceeds 20k€ multiplied by the number of 3GPP members to be exempted from paying the 3GPP minimum contribution for each of their 3GPP individual Members.

In addition to the ETSI membership contribution, all ETSI members that are members of 3GPP will be requested to indicate their expected face-to-face (F2F) meeting attendance during the year in order to contribute to the funding of 3GPP F2F meetings.

Each delegate participating in a 3GPP TSG or Working Group F2F meeting counts as 1 attendance.
E.g. if a delegate participates in two Working Group F2F meetings (e.g., SA1, SA2) in May and attends one TSG F2F meeting in June, it counts as 3 attendances.

Administrations

The Class of Contribution for the Member category Administration is determined by the latest available figure of the country's Gross Domestic Product (GDP). Please indicate your country's annual GDP in billions of € (from the World Bank or figures from the last full calendar year).

Note that the vote of a national delegation may be cast only if an ETSI Full member in the category Administration contributes to the ETSI budget according to the GDP.

Observer members

ETSI also has Observer membership with limited access rights for organizations in any country. Observer members have the right to attend the meetings of the General Assemby only with no right to vote.

For Observer members there is a flat fee of €4 200 per year.
